The 21-year-old has signed a four-year deal with the Bundesliga club which will run until 2019.
Kliment scored a hat-trick for the Czech Republic Under-21s in their 4-0 victory over Serbia at the European Championships earlier this month.
He has become the second player to join Stuttgart today, following the capture of Australian goalkeeper Mitchell Langerak from Borussia Dortmund.
